Across Europe, housing affordability is worsening, while the need to decarbonise the housing stock has never been more urgent. These two challenges are deeply interconnected - tackling one without addressing the other risks locking in both inequality and carbon emissions for decades to come.

ULI Europe’s C Change for Housing programme is tackling this head on by uncovering what is really preventing the decarbonisation of existing and future affordable housing in Europe, and identifying how the real estate industry can overcome these barriers.

Drawing on insights from research and engagement with over 120 housing sector experts, including those in investment, finance, development, policy, research and more, the programme’s first output maps the systemic barriers and high-impact interventions needed to drive change.

Join this webinar on Wednesday 19 November 2025 to:

    • Hear insights directly from industry leaders shaping this agenda
    • Be among the first to explore the interactive tool and see how it can be used to navigate systemic barriers and view existing case studies
    • Discover the priority intervention areas identified through industry consultation
